Its author is referred to here as “Not Sameer Massey”. Sameer Massey told ABC News Australia that he shot the video, but that claim appears to be refuted by Massey himself, who posted a video taken from inside a nearby campus building at the time of the shooting.
The camera in the 3D model is lined up with the last frame of that video before the shot, at 12:23:27 pm. What you see when you open this view is what that phone saw at that moment, rebuilt from measured positions.
